Constitution Proposal
Needs some work, but what are your thoughts?The Free Society is a region founded upon the principals of humanity, the right of all people to the pursuit of happiness, and works to establish a more perfect union of all mankind.
The Free Creed
1.Only by treating others with respect, shall I myself be respected.
2.Before passing judgment, one must first seek knowledge.
3.The greatest rewards are those reaped through acts of selflessness and goodwill towards others.
4.No individual is greater than the next, and no individual may impede on another's pursuit of happiness.
Government
The government shall operate according to the ideals of a free, representative democracy.
A.The office of President and Vice President of the Free Society shall until further notice, be held by the founder and co-founder of this union. This executive branch shall preside over all regional affairs, and shall fulfill the responsibilities of administration.
B.Elections for the congressional offices of Head of Congress and other Congressional Seats shall be held every two months, or according to necessity. This legislative branch shall preside over the affairs of it's member states, and shall fulfill the responsibilities of moderation.
C.All other officials may be appointed according to mutual agreement between the President and Vice President, or according to a Congressional vote of 2/3s.
Amending the Constitution
Any amendment to this constitution must maintain the support of 2/3s in Congressional election.
Foreign Policy
The Free Society of maintains a stance of neutrality in all conflicts, until the best interests of the region are infringed upon. The terms of the Free Alliance include the following:
* Mutual respect for each other's territorial integrity and sovereignty
* Mutual non-aggression
* Mutual non-interference in domestic affairs
* Equality and mutual benefit
* Peaceful co-existence
War
The Government may only declare war with the support of 2/3s of the Congressional approval.
2) If any territory within the borders of this union is attacked, the Government may declare war with only 1/3 of Congressional backing.
3) If the nation is invaded then there is no backing required.
4) The government may send peacekeeping forces to areas with a majority vote in Congress.

yah but is better to put it down in writing one minister may take his power further than another an an idiot could in like my position just reroute all government funds and storage to his nation and leave

I think we should have a Constitutional Congress or something. I.e one thread or AIM chat where everyone puts forward there ideas and debates over the whole thing until we hammer something out.

Sounds great. Maybe elaborate on the roles of all government officials and the responsibilities of member nations. Like that one person said, if anything it would create a boundary that could be referred to in future incidents.

Okay, lets get on this. We Need:
- to list Major Offices and duties
- elaborate on responsibilities of member nations (what would they be? Suggestions?)
- codify Congressional procedure(IMPORTANT), IE who can and cannot propose legislation, as I was reprimanded earlier for proposing something, though I was unaware that Head/Pres/VP are the only ones allowed to propose (Which looks to me like a crossing of Branches. I say let congressmen propose stuff, approved for argument by Head, and leave the Executive branch to it's own devices)

The way I see this Congress working is like this:
Officially, only those currently serving in Congress can propose/amend/pass legislation.
Unofficially, non-Congresspeople (Thanks, Apanii, for forcing me to use gender neutrality ;D) will always, whether asked to or not, express opinions, make suggestions on what needs to be legislated/amended, and ultimately have a sizable role in deciding the outcome of a legislative session.

AMENDMENTS TO CONSTITUTION:
All Congressional Members, as well as Pres and VP can submit legislation to debate in Congress,as long as there are no more than two pieces of legislation in Debate at a time (If a piece of legislation is in the voting stage, it is no longer in debate).
Any Congressional member can motion for a closure of debate before the time limit on debate is reached, and with a simple majority vote, can send a bill straight into Voting procedure.
Each Congressman shall be representative of 7 members of these Free Society forums (6 and his or her self).
EDIT: (Not an amendment) It is recommended that Admin sections the Congress forum into "Officail Congressional Debate" For the two things on debate, where only Congressmen should post, and a "Propositions and Public Opinion" section for Non-congress members and propositons for debate topics.
