minister status

i am puzzled. this deferent stance with the 2 minister of economics ,the one i am assign to the the second i wished to found , why not change me to minister of trade and economics and change the 2 ministers to ministries head by 2 sub ministers appoint by the minister of trade and economics.

this seem like a more unified and organized government plan
other wise the two just are different sections of government like the cultural and defense would be to each other that our dependent on each other information
