My efforts of recruiting are not working out. We have to find either a better way or a more effective way if we want our region to live up to its potential.

How could we reach more nations? I guess we could go post our recruitment letter in another regions Report Central by joining their region, posting, and retreating. I know you, Lowerland, did that once.
