But seriously, I think RR is ideal for a job with that level of involvement.

Do we need this office at all? It seems sort of a waste of efforts, considering we haven't gained a ton of new members recently. Why not just focus on our own region, and the people already here?

I think that an active recruitment officer WOULDbring in new members. Keyword ACTIVE

But what if it doesn't, as it isn't right now? Serving no purpose, this organization requires no attention. Lets start with what we have, and work our way out.
